About this page

Everything you need to know before requesting a test

IEE-USP’s university extension activities include performing technical testing and calibration of electrical equipment and materials. This page explains in detail how services are provided, the requirements for each customer profile and how to formalize your request.

Two paths, different rules

Service to general customers (manufacturers, importers, legal representatives) is governed by conditions that differ from product certification processes through an OCP (product certification body). Identify your profile below and follow the corresponding path.

How to request calibrations

Calibration is temporarily requested by email, as specified in each area. Calibration certificates are made available in PDF format only after the agreed payment has been verified.

Where to start

What is your goal?

Identify your profile and go straight to the information that applies to your case. IEE-USP services follow different processes for each type of customer.

I am a manufacturer or legal representative

I want to test a product for development, internal verification or compliance with a standard, without any link to a certification process intermediated by an OCP.

See the process

I am in a certification process with an OCP

My product needs accredited testing to obtain a mandatory or voluntary certificate. The responsible OCP must have a valid agreement with IEE-USP.

See the OCP process

I need to calibrate measuring instruments

I want to calibrate instruments with metrological traceability and obtain a calibration certificate accredited by CGCRE/Inmetro (CAL 0014). Temporarily requested by email.

See calibrations
Who the services are for

Choose the path that matches your goal

IEE-USP services address two distinct profiles. Identify yours to understand the specific conditions that apply to your case.

Manufacturers & general customers

Tests contracted directly by the manufacturer, importer or legal representative for development, product adjustment, internal assessment or conformity verification not linked to a certification process.

  • Does not require the participation of a certification body
  • Requested directly through the SYS-OS system
  • Accredited or non-accredited report, according to the request and the available scope
  • Samples shipped by the customer
  • Test report issued after verification of the agreed payment and sample pickup
See how it works

Certification through an OCP

Tests integrated into a mandatory or voluntary certification process, in which the product certification body (OCP) acts as intermediary and is responsible for issuing the final certificate to the manufacturer.

  • Requires an OCP with a valid institutional agreement with IEE-USP
  • Specific proposal-agreement issued by IEE-USP to the OCP
  • Accredited report when all conditions are met
  • Relevant communications shared with the OCP
See the OCP process

Who can be the applicant?

The applicant must be the product manufacturer or its duly authorized legal representative. In the context of certification through an OCP, the OCP may submit the request directly, provided it holds a valid agreement with IEE-USP.

Distributors, resellers and end users without the manufacturer’s authorization are not accepted as applicants for tests, except for performance/efficiency verification tests intended to monitor the product’s service life, without any type of quality assessment.

Path 1 · General customers

How to request tests

The process for general customers is simple and straightforward. Follow the steps below, from the request to receiving the report.

How the service works, in 4 steps

1

Registration and requestRegister with the SAC and open your request in SYS-OS (or by email, for calibration).

2

Quotation and acceptanceThe laboratory sends the quotation; you formally accept it in SYS-OS.

3

Sample shipmentShip the sample and the technical documentation required to perform the tests.

4

Testing and reportTrack progress in SYS-OS and receive the report at the end.

Request through SYS-OS

Access the SYS-OS system (cliente-iee.it4you.inf.br) and open a service order (OS), describing the product, the type of test required and the purpose (development, internal compliance, etc.).

Registered customers only

Technical review and quotation

The IEE-USP technical team reviews the requested scope and checks feasibility. If the test falls within the scope of accreditation (CRL 0011), the quotation will state this. The quotation is then made available in SYS-OS for the customer’s acceptance.

Acceptance, documentation and sample shipment

After formal acceptance of the quotation in SYS-OS, the customer must send the laboratory: the physical sample of the product, the technical documentation relevant to performing the tests (e.g., manual and other essential documents), the shipping receipt and, where applicable, the declaration of conformity of origin. For samples received with incomplete documentation, the start of testing may be postponed.

Documentation must be complete before testing begins

Performance of the tests

Tests are performed in accordance with the reference technical standards and IEE-USP’s internal procedures, in compliance with ABNT NBR ISO/IEC 17025. Any nonconformities are recorded technically. Destructive tests may make sample recovery impossible — the customer is informed in advance where applicable.

Progress tracking available in SYS-OS

Report issuance and payment

The test report in PDF is made available in SYS-OS after the agreed payment has been verified. Invoicing is handled through FUSP (Fundação de Apoio à Universidade de São Paulo — the University of São Paulo support foundation). After the report is issued, the customer has 5 business days to arrange sample pickup — directly or through a company contracted/authorized by the customer. IEE-USP does not dispose of samples (see the Sample management section).

Invoice issued by FUSP

Points of attention — general customers

  • Destructive tests may permanently compromise the sample. The customer is informed of the occurrence at the email address registered in SYS-OS.
  • Failing the tests (a nonconforming product) does not constitute a service failure: IEE-USP performs the test and records the result technically. Results follow the limits/criteria established by the reference documents (standards, Inmetro ordinances, technical regulations, etc.); there is no opinion or merit assessment by the IEE-USP team — only a comparison of what is observed and measured against the established criteria and limits.
  • Samples must be picked up within 5 business days of report issuance. Pickup — and any disposal — is the responsibility of the customer or of a company contracted/authorized by the customer.
  • The issued report is the property of the requesting customer and may not be used by third parties without authorization.
  • Accredited reports have technical validity in accordance with ABNT NBR ISO/IEC 17025 and bear the CGCRE/Inmetro accreditation symbol.

Documents (if certification through an OCP)

Declaration of conformity of origin, forms, and other documents required by the OCP and by the Inmetro ordinances (where applicable).

Path 2 · Certification processes

Tests linked to certification (with an OCP)

When the test is part of a mandatory or voluntary product certification process, additional rules apply, necessarily involving the responsible product certification body (OCP).

Essential requirement: a valid OCP × IEE-USP agreement

IEE-USP only performs certification-related services for OCPs holding a valid institutional agreement with IEE-USP. Without this agreement, no proposal will be issued and no test will be started, regardless of the manufacturer’s request.

Verification of the OCP × IEE-USP agreement

Before any action, IEE-USP checks whether the OCP involved in the certification process holds a valid institutional agreement. Without an active agreement, no certification-related service will be started. The manufacturer must confirm with its OCP that the agreement exists and is in force before requesting the test.

Opening the service order in SYS-OS

Once the OCP agreement is confirmed, the request is opened in SYS-OS. The manufacturer (or the OCP, as agreed) fills in the service order details, indicating that the test is linked to a certification process and identifying the responsible OCP.

Issuance of the specific proposal-agreement

IEE-USP issues a specific proposal-agreement to the contracting OCP. This document defines the scope of the tests, the applicable standards, deadlines, prices and the specific conditions of the certification process. Only after the proposal-agreement is signed and accepted is the test scheduled.

Shipment of samples and technical documentation

The manufacturer or the OCP sends IEE-USP the physical samples, the product’s technical documentation and the documents required by the OCP and by the certification process (RTQ, applicable Inmetro ordinance, technical manual, etc.). IEE-USP may request additional documentation at any time.

Samples collected and sent for testing must be sealed by the OCP (sampling seal) if the ordinance applicable to the product so requires, or must be accompanied by the sampling report (or similar document) with photographs demonstrating that the samples sent to IEE-USP were collected in accordance with the relevant ordinance/technical regulation.

Performance of the tests and communication with the OCP

Tests are performed in accordance with the technical standards, the accredited procedures and the scope of the proposal-agreement. Relevant communications (technical findings, nonconformities, occurrences involving the test specimen, scope questions) are shared with the OCP, as provided for in the institutional agreement. The OCP tracks the progress.

All communications are sent to the email address registered in SYS-OS and remain recorded in the user’s SYS-OS account.

Issuance of the accredited report

Once all conditions are met — an OCP with a valid agreement, a test within the scope of accreditation and performance in accordance with the procedures — IEE-USP issues the accredited report bearing the CGCRE/Inmetro accreditation symbol. The report is made available after payment and is forwarded to the OCP, as provided for in the proposal-agreement.

Lighting systems

+50 years From the Photometry Technical Section to SICADEE

IEE-USP’s work in photometry dates back to the former Photometry Technical Section (Seção Técnica de Fotometria), which for a long time played a relevant role on the national scene as the official laboratory of the State of São Paulo, as it was the only third-party laboratory in that state.

With the new organizational structure approved in 2012 — which transformed the former Instituto de Eletrotécnica e Energia into the Instituto de Energia e Ambiente (Institute of Energy and Environment) —, the photometry functions were incorporated into a broader service, which also came to address the energy performance and environmental conditioning of buildings, working in education, research and university extension.

Statement of conformity & decision rule

How we interpret test results

The IEE-USP may include in the test report a Statement of conformity, indicating whether or not the product meets the requirements established in the reference standard, the Inmetro ordinance, the technical regulation or another applicable normative document.

Results are interpreted on the basis of a documented decision rule, as provided for in ABNT NBR ISO/IEC 17025. As standard practice, IEE-USP adopts a previously established decision rule for issuing the statement of conformity; however, the application of this rule may vary according to the type of test performed, the criteria defined in the technical standard, the specific requirements of the applicable Inmetro ordinance and other relevant technical regulations.

Accordingly, the decision rule used in each case must be compatible with the test performed, the established acceptance limits and the regulatory requirements applicable to the product being assessed.

Binary decision rule

O IEE-USP adota the binary decision as its standard rule: the test result is classified as CONFORMING or NONCONFORMING with respect to the limit specified by the applicable standard or technical regulation. This standard rule may vary according to the type of test, the criteria of the technical standard and the requirements of the ordinance or regulation applicable to the product.

Guard band

Measurement uncertainty is taken into account in the decision process through the application of a Guard Band (GB), in accordance with the document Guard Band (ILAC-G08). This ensures that the probability of an erroneous statement of conformity is controlled.

Result: CONFORMING

The measured value, taking into account the expanded uncertainty and the guard band, is below (or above, as the case may be) the limit required by the standard. The report declares conformity with the assessed requirement.

Result: NONCONFORMING

The measured value, taking into account the expanded uncertainty and the guard band, exceeds the limit required by the standard. The report declares nonconformity. This does not imply a failure by the laboratory — the product does not meet the requirement.

Reference standards and documents

The decision rule adopted is documented and traceable. Reference documents: ABNT NBR ISO/IEC 17025:2017 (clause 7.8.6), ILAC-G08:09/2019 and IEE-USP’s published internal procedures.

Sample management

Receipt, identification, retention and disposal of samples

Samples are handled according to IEE-USP’s internal procedures, in compliance with ABNT NBR ISO/IEC 17025. Learn the rules governing the life cycle of each sample.

1
Receipt

Samples must be delivered to IEE-USP after the quotation has been opened and accepted in SYS-OS. Samples received without an associated service order will not be accepted. Receipt generates an entry record with a unique identification number.

2
Required documentation

Together with the physical sample, the following must be sent: technical manual or data sheet, the service order (OS) number in SYS-OS, identification of the manufacturer/applicant and, where applicable, the reference technical standard and the manufacturer’s declaration. Incomplete documentation may delay the start of testing.

Samples linked to certification (OCP)

Samples of products, equipment and materials linked to mandatory or voluntary certification processes intermediated by an OCP will not be accepted without the sampling seal or without the sampling report (or similar document) with photographs demonstrating that the sample sent to IEE-USP was collected in accordance with the relevant ordinance/technical regulation.

3
Ensaios Destrutivos

Certain tests alter the sample physically or electrically in an irreversible way (impulse, temperature and durability tests, etc.). IEE-USP is not responsible for the sample after a destructive test.

4
Guarda durante o processo

Samples remain in IEE-USP’s keeping throughout the process. They are stored under controlled conditions, identified and protected against deterioration, loss and damage. The customer does not have access to the sample during testing, except with prior authorization.

5
Pickup after the report

After the report is issued and the customer is notified, the sample must be picked up within 5 business days. Pickup is the customer’s responsibility and may be carried out by the customer or by a company contracted/authorized by the customer. Pickup requires presentation of the service order receipt and settlement of the amounts due.

6
Sample disposal

O IEE-USP does not dispose of samples — neither equipment nor materials. Disposal is the responsibility of the customer or of a company contracted/authorized by the customer, including when return is not possible (e.g., destructive tests), in compliance with the environmental rules applicable to the type of waste. The only exception is items that can be discarded as ordinary waste, so as not to generate additional expenses for IEE-USP.

Requesting services and the process

How do I request a technical test?

Test requests are made exclusively through the SYS-OS system, available at SYS-OS — Customer area. If you do not have an active registration, contact the SAC (sac@iee.usp.br) to create one.

When opening the service order (OS), provide:

  • Product description (brand, model, voltage, power)
  • Type of test required and the reference technical standard
  • Purpose of the test (development, compliance, certification)
  • Whether the test is linked to a certification process, and which OCP
After the OS is opened, the technical team returns the quotation within 5 business days. Requests by email or telephone are not accepted for tests.
How do I request a calibration?

Calibrations are temporarily being requested by e-mail. Send your request to the laboratory responsible for the quantity you wish to calibrate (correspondence in Portuguese):

Include in the email: instrument identification (brand, model, serial number), the desired calibration interval, whether you need an accredited certificate, and your availability for delivery.

Do I need to be a manufacturer to use IEE-USP services?

The applicant must be:

  • The product manufacturer; or
  • The duly authorized legal representative appointed by the manufacturer; or
  • The OCP, in the case of a test linked to a certification process under a valid agreement.
Distributors and resellers without the manufacturer’s authorization cannot be applicants.

End users may request tests offered exclusively by:

  • SVSISFO — Photovoltaic Systems: Non-destructive tests on installed (in-use) photovoltaic components.
  • SVALPOT — High power (PPE for electric arc): Garment tests requested by the second party (buyer/owner).

For calibration, the applicant may be any company or laboratory that owns the measuring instrument and wishes to obtain a traceable calibration certificate.

Which documents must I send with the sample?

The required documents vary by type of test, but in general you will need:

  • The number of the OS opened in SYS-OS
  • The product’s technical manual or data sheet
  • Identification of the manufacturer and the applicant
  • Declaration of conformity of origin (when required by the standard or the OCP)

For certification processes through an OCP, the OCP may require additional documentation, which must be sent together with the sample.

What is the report turnaround time?

The turnaround time depends on the type of test, its complexity, equipment availability and the laboratory’s current workload. The estimated turnaround time is stated in the quotation issued by the technical team in SYS-OS.

Alguns pontos importantes:

  • The clock starts from receipt of the sample with all documentation
  • Nonconformities identified during testing may extend the turnaround time
  • Progress can be tracked in SYS-OS
No minimum turnaround time is guaranteed. Contact the SAC to check current availability before opening the OS.

Test reports, calibration certificates and accreditation

What is the difference between an accredited and a non-accredited test report / calibration certificate?

Um An accredited test report / calibration certificate covers services that fall within IEE-USP’s scope of accreditation (CRL 0011 for testing, CAL 0014 for calibration), performed in accordance with the procedures accredited by CGCRE/Inmetro. Both bear the accreditation symbol and are accepted by regulators, OCPs and certification bodies in Brazil and abroad (through the ILAC MRA).

Um A non-accredited test report / calibration certificate is issued outside the scope of accreditation or performed using a non-accredited method. Both have technical validity, but test reports of this kind cannot be used in mandatory or voluntary certification processes that require accredited test reports.

Always check with your OCP or regulator which type of report is required for your product before making a request.
What is the accreditation symbol and what is its validity?

The CGCRE/Inmetro accreditation symbol on the report or calibration certificate indicates that the test or calibration was performed in accordance with ABNT NBR ISO/IEC 17025 by IEE-USP, a laboratory accredited under number CRL 0011 (testing) or CAL 0014 (calibration).

IEE-USP’s accreditation by CGCRE/Inmetro ensures:

  • Technical and metrological competence verified by independent auditors
  • Traceability of measurements to the SI
  • International recognition through the ILAC MRA (Mutual Recognition Arrangement)
Can I request tests and calibrations outside the scope of accreditation?

Yes. IEE-USP can perform tests and calibrations outside the scope of accreditation granted by CGCRE/Inmetro, where it has the technical capability. In that case, the test report / calibration certificate is issued as non-accredited and will not bear the applicable CGCRE/Inmetro symbol.

Tests outside the scope of accreditation granted by CGCRE/Inmetro are suitable for:

  • Product development and internal assessment
  • Preliminary technical diagnostics
  • Compliance studies for non-regulatory purposes
For mandatory certification processes, an accredited report is generally required. Consult the OCP before opting for a non-accredited report.

Certification and OCPs

What is an OCP and what is its role in the testing process?

Um Product certification body (OCP) is a body accredited by CGCRE/Inmetro responsible for assessing and certifying the conformity of products with technical standards and regulations.

The OCP’s role in the testing process at IEE-USP:

  • Contracts the tests with IEE-USP (through the institutional agreement)
  • Receives the relevant technical communications from the laboratory
  • Reviews the test report in order to issue the certificate of conformity to the manufacturer
  • Is responsible for the validity and scope of the certificate issued
How do I know whether my OCP has an agreement with IEE-USP?

You can check the list of OCPs with a valid agreement available in the "Certification through an OCP" section of this page. If your OCP is not on the list, it does not hold a valid agreement with IEE-USP and, therefore, no test linked to your certification process can be performed by the institute.

If in doubt, contact the IEE-USP SAC and provide the OCP’s name:

The list is updated periodically. Always confirm directly with the SAC before starting a certification process with IEE-USP.
Can the manufacturer request certification tests directly, without involving the OCP?

No, not for certification processes. When the test is linked to a mandatory or voluntary certification process, the request must be associated with an OCP holding a valid agreement with IEE-USP. The OCP is an indispensable party to the process.

O fabricante pode request tests related to a mandatory or voluntary certification process directly through SYS-OS (without an OCP) for:

  • Product development and internal adjustment
  • Technical diagnosis before starting the certification process
  • Preliminary verification of compliance with the standard

In that case, the test is handled as a "general customer" request and the report is issued WITHOUT THE ACCREDITATION SYMBOL, and therefore it will not replace the report issued within the certification process.

Invoicing and prices

How are IEE-USP services invoiced?

IEE-USP’s university extension services are invoiced through FUSP — Fundação de Apoio à Universidade de São Paulo. A nota fiscal é emitida em nome da FUSP, e os valores constam do orçamento aprovado no SYS-OS.

General conditions:

  • Payment must be made before the report is released
  • The quotation has a fixed validity period — check it in SYS-OS
  • Applicable taxes and charges are stated in the quotation
  • For processes through an OCP, invoicing is made to the OCP, as per the institutional agreement
For questions about invoicing, tax invoices (NF) or payment terms, contact FUSP directly or the IEE-USP SAC.
Is the report released before payment?

No. The report and the calibration certificate in PDF are made available in SYS-OS only after the agreed payment has been verified. This is a general rule of IEE-USP’s university extension services and applies both to general customers and to processes through an OCP (except where specific conditions are provided for in the agreement).

If you have questions about payment status or report release, contact the SAC.

📅 How long is the commercial proposal valid?

The standard validity of the proposal (quotation) is 30 calendar days from the date of issue. In the case of SVALPOT (high power), the customer has up to 3 months after acceptance to ship the samples; otherwise, the laboratory may cancel the quotation.

🌎 I imported the equipment from abroad. How do I send it for testing?

Samples from abroad cannot be shipped directly to IEE-USP. They must be cleared through customs by a Brazilian company (RADAR/Siscomex and ORQUESTRA/Inmetro) before forwarding to the laboratory.

🧪 Does IEE-USP provide consultancy to adapt the product?

No. To preserve the impartiality required by ABNT NBR ISO/IEC 17025, IEE-USP does not provide product-adaptation consultancy.

📊 How is the statement of conformity (pass/fail) made?

We adopt the binary decision rule with a guard band (ILAC-G8:09/2019). Acceptance limit (AL) = tolerance limit (TL) − expanded uncertainty (U). A result is declared Conforming when the measured value ± U is within the acceptance zone, and Nonconforming when it falls outside it. The statement of conformity is optional and must be requested when the OS is opened.

🕵️ Are test results confidential?

Yes. IEE-USP treats all technical, commercial and documentary information as confidential, as set out in the proposal-agreement. Exceptions: when required by law or regulation, or when the test is linked to a certification process (results shared with the participating OCP).

💳 Can a company in default request new services?

No. Companies in default are bloqueadas nos sistemas and barred from requesting new services until the debt is settled, with monetary adjustment and a fine.

🔐 How do I electronically sign the quotation?

Formalization occurs through express acceptance in SYS-OS. Electronic signature is accepted under USP Ordinance GR No. 7,661/2021 (Portaria GR nº 7.661/2021). The system records the acceptance, and no printed document is required.
